My cats can flush, you just have to take them when they are small to the real toilet instant so they learn. then u place a food the the flusher and then its SUCCSES

@HNN83 i would assume that the reason why dogs can´t use it is because dogs aren´t as agile as cat (they are not meant to climb on anything or need to have a perfect balance on a small area) and dogs aren´t use to crap on a sand box (cause you can see from the beginning that they need to place sand or something similar on the first circle to train the cat and to making him believe that´s just his usual sand box)
@marcelledbetter1011 That´s just your personal opinion maybe you should read this article: blog.modernmechanix. com/2008/01/08/dogs-are-smart-how-about-cats/ Personally i reckon neither of both because they´re so different to be able to judge them equally without being unfair with one or the other.
